The Vice Chancellor for Research (VCR) organization supports, facilitates and promotes the world-class research enterprise at UC San Diego by a) providing essential services and resources that enhance research and other creative endeavors, b) enabling partnerships and collaborations among researchers at UC San Diego and between UC San Diego and government, industry and other research enterprises, and c) developing infrastructure and policy that promote innovation, an entrepreneurial culture, communication, and compliance for the UC San Diego research enterprise.
The organization fosters research across disciplines by enhancing the research experience through effective stewardship of resources, policies, compliance and expertise, and by developing tools and educational programs as the responsible steward of the campus research enterprise.
The Office of Research Affairs (ORA) is the central VCR office with direct oversight for all VCR operational, administrative and public relations/communication functions and for core units including Postdoctoral and Visiting Scholars, Research Compliance and Integrity (IACUC, Export Control, Conflict of Interest), Research Ethics, Government Research Relations, Research Initiatives, Research Proposal Development, International Outreach, and multi-disciplinary campus research (Organized Research Units). Other enterprise wide research support departments under the Vice Chancellor for Research include Contract and Grant Administration, Innovation and Commercialization, the Animal Care Program and the VCR Service Core.
The Assistant Vice Chancellor for Research (AVC-R) reports directly to the Vice Chancellor for Research (VCR) and acts on behalf of the Vice Chancellor in his/her absence. The AVC-R is Chief of Staff, is a member of the Vice Chancellor’s leadership team, and is appointed to represent the Research Affairs enterprise on multiple high-level campus and system-wide advisory groups. The AVC-R advises the Vice Chancellor, and coordinates with other senior campus officials, on all matters of interest to the Vice Chancellor, including policy, programs, public and government relations, finance, and Human Resource matters.
The AVC-R represents the VCR in matters involving Deans, Chairs, ORU/MRU Directors, and the UC Office of the President (UCOP); provides administrative leadership for ORUs and MRUs; manages confidential and sensitive investigations and inquires for the VCR and for the campus research enterprise; and develops solutions for a wide range of issues in all areas of campus research operations.
The AVC-R interacts regularly with Campus Counsel and the Campus Ethics and Compliance Officer and performs a wide range of duties that require tact, sensitivity, independent judgment, diplomacy, organizational skills, flexibility, and discretion, including maintaining strict confidentiality where appropriate. The AVC-R is responsible for helping move issues to resolution, often by consulting with leaders of multiple units within the VCR’s organization and across other VC areas, and is a key contributor to the Vice Chancellor’s success in managing the UCSD research enterprise.
The AVC-R serves as the Chief of Staff for the VCR organization, with responsibility for leading and integrating all ORA operations, which includes a budget of approximately $35 million and a staff of 253 FTE. The AVC-R oversees divisional resource management, financial management, human resources, resource planning, compliance, long-range strategic planning, performance measurement and business process design and implementation for core units of the VCR organization and other units under the authority of the VCR. The AVC-R works directly and collaborates with AVC level representatives from other Academic VCs (SIO, General Campus, Health Sciences).
The AVC-R is responsible for identifying, recommending, facilitating the development of, and implementing campus-wide research information systems to support research administration and compliance protocol submissions to realize greater efficiencies for staff, faculty and a broad range of administrative support systems, and to ensure responsiveness to the overall research needs of UC San Diego faculty, staff and students engaged in research.
The AVC-R is a high-profile and integral position that requires direct and effective interactions with leadership across the campus. This position is responsible for financial projections and budgets, and complex decision-making on highly nuanced issues. This position is responsible for leading and managing projects in a complex environment and successfully fulfill responsibilities while exercising a high degree of autonomy.
The AVC-R has oversight and responsibility for numerous unit level functions in support of the VCR including Post-Doctoral and Visiting Scholars, Research Compliance and Integrity, Strategic Communications for Research, VC Finance and Human Resources, and numerous ORA administrative functions. The AVC-R indirectly manages financial and strategic matters and impacts other essential research functions including Contract and Grant Administration, Innovation and Commercialization, Government Relations, Research Development and International Outreach.
Advanced Degree in Public Administration, Finance, Science, Medicine, Law or Business, and a minimum of ten (10) years related business experience in a research oriented academic environment; or an equivalent combination of education and experience.
A minimum five to seven (5 - 7) years progressive experience working at a management/leadership level, within a top tier academic research institute, in the field of research administration.
Thorough knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations. Thorough knowledge of governance and organizational environment of large research universities.
An understanding of human subject and animal protection, conflict of interest, export control, research ethics, and research misconduct. A deep understanding of research funding processes and grants and contracts administration at a research university.
Thorough knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints. Knowledge of governance, organizational structures, communication channels, and research programs and activities in research universities.
Thorough knowledge of organizational processes, protocols and procedures. Experience in developing complex program, administrative, budgetary, and policy plans.
Demonstrated experience balancing policy and practice. Highly sophisticated skills in change management, influence management, and strategic planning.
Advanced project management skills.
Excellent consulting, relationship building and strategic thinking skills. Expert skills to work collaboratively and act persuasively in sensitive situations. Ability to achieve consensus on complex issues.
Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission. Experience providing counsel and management support to high-level executive, overseeing commitments, ensuring priorities are strategically managed and logistics are efficiently addressed in a highly dynamic and complex environment.
Experience in leading and/or evaluating cross-functional projects and initiatives to improve business processes, and/or experience implementing enterprise-wide electronic tools to support such processes.
Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve. A record of management experience leading diverse teams. Highly sophisticated knowledge of administrative management theory and ability to translate into practice.
Proven leadership ability and management skills with a record of progressively responsible management experience to manage research activities, develop new policies and procedures, plan for campus growth, and promote a positive and collaborative work environment within the University of California.
Strong supervisory experience; ability to promote team building and manage a multi-functional unit. Proven skill to interpret and negotiate contracts and MOUs. Skill in developing and managing strategic initiatives.
Ability to conceptualize, plan, and implement programs that support research and ensure accountability and compliance. Proven ability to provide effective leadership in a diverse, ever-changing, and unpredictable environment; Problem solving and conflict resolution skills.
Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Ability to design and interpret budgetary and financial management information and prepare concise and incisive summary information to the Chancellor, VCR and other senior academic leaders.
Ability to understand and communicate effectively about a variety of funding situations (central funds, recharge operations, restricted and income funds) and with complex multi-source funding situations.
Advanced knowledge of human resource management including personnel administration, payroll, compensation, classification, succession planning, and career development. Thorough understanding of risk management.
Superb oral and written communications skills to synthesize, convey and explain information at all levels of the organization. Ability to interact effectively with diverse populations at all levels within and outside UC, including faculty, researchers, administrators, and governmental officials. Effective public speaking ability.
Expert knowledge and extensive experience in analysis of complex financial data to determine financial feasibility and institutional risk, formulation and implementation of creative solutions, financial and programmatic modeling, and evaluating and developing business models for self-supporting activities.
Experience working with Data and Reporting Systems such as Corporate budgeting and financial reporting systems, Financial Information Systems, Payroll and HR Systems and Data Warehouses.
Demonstrated high level skill in assessing needs and developing strategies to support diversity and inclusion.
