The Association of Public and Land-grant Universities (APLU) seeks a highly skilled professional staff member to join the team and play a key role in the five-member Congressional and Governmental Affairs department. APLU is a research, policy, and advocacy organization of about 60 people and a membership of over 230 public research universities, land-grant institutions, state university systems, and related organizations. This position will have a focus on science and research funding and policy issues, particularly in relation to public research universities and how they serve the nation.
Duties and responsibilities of the position include analyzing legislation and federal regulations; helping to determine policy positions and advocacy strategies; writing policy papers; working closely with government relations officials at APLU’s member institutions across the country (collectively known as the Council on Governmental Affairs, or CGA) on legislative and regulatory concerns; drafting communications for the CGA to keep them informed on issues, legislative updates and events of importance.
Other key responsibilities for this position include working with the CGA to help secure the support of specific members of Congress on legislation and policy issues; assisting with APLU and CGA meeting planning and development; building and maintaining relationships with internal and external constituencies and partners; helping to represent APLU on the Hill, in the administration, and with the higher education and science advocacy communities; communicating APLU’s positions to policymakers and others; and arranging for meetings between policymakers and leadership of APLU and member universities.
The role will involve diligent work on federal budget and appropriations priorities, including working with other stakeholders and relevant Congressional offices in support of strong investments for programs of importance to APLU universities. The position is expected to work closely with supervisors to proactively drive an advocacy agenda and ensure APLU is a leading voice on issues of importance. This position’s issue portfolio will include science, research, intellectual property, and technology, among others as needed.
The person to fill this position will assist colleagues in the office of Congressional and Governmental Affairs in communicating and partnering with the other APLU departments on legislative and policy priorities. The role will include some communication and work with APLU’s Council on Research (the senior research officers at APLU institutions) and other APLU councils and commissions.
The ideal candidate will have at least five years of experience, including some years working in Congress, on pertinent legislative issues. Successful candidates will be energetic team players as well as self-starters, have very strong written and verbal communication skills, possess strong organizational and interpersonal skills (including a good sense of humor), be detail-oriented and able to juggle multiple responsibilities simultaneously. A bachelor’s degree is required for this position; a graduate degree is preferred.
