The MU Law Enforcement Training Institute is a comprehensive, innovative, and progressive unit of MU Extension established to serve the diverse needs of law enforcement throughout the United States. Since 1947 the Law Enforcement Training Institute has been involved with the development and delivery of a variety of educational programs for enhancing leadership, improving tactics and safety and knowledge to law enforcement officials in Missouri and throughout the United States.

Position Overview

In partnership with MU School of Public Affairs, this position will provide outreach efforts representing the MU Law Enforcement Training Institute and MU Extension with law enforcement agencies, municipal governments, and other private and public organizations throughout the state of Missouri. This faculty position is with the Law Enforcement Training Institute (LETI), a continuing education department of MU Extension, providing Missouri POST certified basic, in-service, advanced and continuing education and training programs and services to law enforcement recruits and officers, as well as a variety of other professional education programs to a wide, multi-disciplinary spectrum of criminal justice and other public safety practitioners and interested parties.

This is a 12-month academic position. Appointment may be made on the non-tenure track with Truman School of Public Affairs, subject to qualifications and departmental and University approval.

Key Responsibilities

Curriculum development, teaching, and evaluation

  • Develop and implement programs to expand and strengthen LETI’s customer base to include safety and emergency response training for non-law enforcement. Additionally, work with the Director of MU-LETI as well as other faculty, staff and current/potential clients in a constant effort to expand and to diversify MU-LETI programs as student needs and/or markets dictate.
  • Provide assigned MU-LETI instruction/training to recruits in the POST certified Basic Peace Officer Training Course utilizing adult teaching/ learning principles and techniques to provide subject-matter area knowledge experience and expertise.
  • Develop appropriate POST/LETI approved lesson plans and curriculum via the individual’s own experience and expertise. Additionally, deliver approved POST/LETI curriculum and the Director may assign instructional course materials for basic, advanced and in-service peace officer instruction and training as well as other programs and courses as. Ensure effective adult-learning principles and outcomes are achieved.
  • Assist other MU-LETI faculty with instruction including, but not limited to, all hands-on training topics such as firearms, defensive tactics, ground fighting, patrol, building searches, car stops, practical exercises, physical training, etc. Ensure collaborative teaching and student-centered learning.
  • Lead Use of Force instruction for academy students, instruct continuing education offerings for current law enforcement and develop a Use of Force Instructor program.
  • Participate in interdisciplinary program planning and program development teams, committees and task forces. Strengthen organizational, community and regional ability to work towards collaborative arrangements that facilitate community and economic development. Work with faculty and staff located in county offices, across program disciplines and regions, with boards and organizations and with other campuses throughout Missouri to carry out the mission, vision and values of MU Extension
  • Regularly collect qualitative and quantitative data to evaluate the impact of educational programs and services including knowledge, skills and behavior changes of learners. Determine if knowledge and skills were learned, and if learning was applied.

Administrative and organizational leadership

  • Generate and manage revenue (e.g., contracts, grants, fees and gifts) to sustain and grow essential programs. Seek out and develop funding sources that align with organizational priorities, values and mission. Ensure compliance with requirements, and maintain fiscal accountability.
  • Develop and maintain essential partnerships with law enforcement leaders and officers, staff with the Missouri Department of Public Safety- Peace Officer Standards and Training, other private and public organizations, and community-based organizations throughout the state of Missouri. Effectively communicate MU Extension’s value to stakeholders. In addition, establish positive working relationships with faculty and staff on the University of Missouri campuses, local governments, community and economic organizations, regional planning commissions and others.
  • Serve on department, college or university committees, as requested.
  • Represent the University of Missouri at local, state, regional and national meetings.


  • Maintain up-to-date familiarity with and knowledge of, and follow precisely, all rules and regulations for Missouri POST certified/approved training as mandated by the State of Missouri for all peace officer certifications to include, but not necessarily limited to, Missouri basic and continuing education certification requirements. Additionally, ensure understanding and compliance with University of Missouri rules and regulations.
  • Actively participate in professional development opportunities to continuously improve skills that are relevant to teaching/training and knowledge of law enforcement. Demonstrate mastery of core competencies, including subject matter expertise, effective and innovative teaching strategies, and program development processes. Must be able to integrate new and emerging technology, listen effectively, and speak and write effectively. Must demonstrate organizational skills and collaborative leadership abilities.
  • Must travel throughout Missouri regularly and occasionally out of state. Work may occur during evenings and weekends to meet the needs of learners and constituents.


Administrative supervision is received from the Director of the MU Law Enforcement Training Institute, MU Extension. Direction, guidance and leadership are provided by the individual in the classroom to recruits, students and other departments, organizations, associations and partners in training, education and other MU-LETI services.

Bachelor’s degree from an accredited institution of post-secondary education in Criminal Justice Administration, Law Enforcement or other suitable field of study, and a minimum of five (5) years of full-time professional experience in law enforcement as a state certified peace officer or public safety officer.

Must hold a current, active Missouri POST General Instructor certification or meet the minimum qualifications to become certified as a Missouri POST Generalist Instructor.

Must possess a valid driver’s license with a good driving record and have ability to travel on a regular basis.

Additional Preferred Qualifications

Ideal candidates will also hold a Master’s degree in a suitable field of study and have a minimum of three years of documented experience of substantial delivery of training and/or education services and supportive evaluations of the delivery of same.

Instructor/Instructor Trainer certificates held in PPCT/other defensive tactics and control program, firearms instruction, Oleo Capsicum and any other use of force topical areas.
