The Obama Administration issued a final rule amending the “Common Rule,” the set of regulations governing federally funded research using human subjects on January 18, 2017. APLU and the Association of American Universities (AAU) commented on the earlier proposed rule in December 2015. If your campus submitted comments to the NIH Request for Information (RFI): Strategies for NIH Data Management, Sharing, and Citation, please share those with us. The Association of American Universities (AAU) and the Association of Public and Land-grant Universities (APLU) have created a working group of provosts, senior research officers, chief information officers, librarians and compliance officers to review issues relating to opportunities and challenges for universities as they move to implement new public access requirements. Your responses to the NIH RFI will help inform the recommendations and guidance from this working group. - Request for Information on Future Needs for Advanced Cyberinfrastructure – NSF Dear Colleague Letter
The NSF has issued a Dear Colleague Letter: Request for Information on Future Needs for Advanced Cyberinfrastructure to Support Science and Engineering Research (NSF CI 2030). With this DCL, the NSF seeks input that provides a holistic view of the future needs for advanced cyberinfrastructure for advancing the Nation’s research enterprise. NSF invites both individuals and groups of individuals to provide input on the specific scientific and engineering research challenges that require advanced cyberinfrastructure for their solutions via the following submission website on or before 5:00pm Eastern time on April 5, 2017. NSF plans to use these contributions over the next year to assist in formulating plans for supporting the NSF community in the exploration, development, and deployment of an advanced cyberinfrastructure for the next decade.
APLU is interested in learning more about the implementation of the Federal Aviation Administration’s Small Unmanned Aircraft (sUAS) Rule (Part 107) at member institutions following the “Use of Unmanned Aerial Systems (UAS) for Research and Education” session at the Annual Meeting. The Council on Governmental Affairs (CGA) is specifically interested in determining whether there is a need for future legislation in this area to help campuses successfully implement these new policies. CoR additionally is interested in connecting interested VPRs and promoting best practices. The Federation of American Societies for Experimental Biology (FASEB) has launched a survey of researchers’ experiences with shared research resources. The questions in the survey, available here, focus on the following topics: (1) resource utilization and unmet needs; (2) the role of facilities in providing access to resources; (3) sources of funding and support for resources; and (4) careers in resource provision and development as well as training on best practices. Survey responses will help inform FASEB’s policy positions and recommendations and are requested by March 2nd.
Effective January 30, 2017, the National Science Foundation (NSF) will implement changes in FastLane to support the policy updates in the Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 17-1) and to run new and enhanced automated compliance checks on proposals. More information on these changes, in the areas of proposal submission, deadline submission, updated references and terminology, and enhanced automated compliance checks, is available here.
Last week, Senators Lindsey Graham (R-SC) and Dick Durbin (D-IL) reintroduced the Bar Removal of Individuals who Dream and Grow our Economy (BRIDGE) Act, which was first introduced in the Senate late last year. Representatives Mike Coffman (R-CO) and Luis V. Gutiérrez (D-IL) introduced companion legislation in the House of Representatives. APLU endorsed the bill and has joined 20 other higher education associations in a letter of support to its original cosponsors. Ninety-four CEOs from Illinois, Florida and Colorado, organized by the Illinois Business Immigration Coalition, also sent a letter in support of the legislation.
State government agency expenditures for research and development totaled $2.2 billion in FY2015, an increase of 16.9% from FY2014. Five state governments (California, New York, Florida, Texas, and Ohio) accounted for 61% of all state government R&D in FY2015, an increase from 59% in FY2014.
