The Obama administration will soon publish its plan to rate more than 6,000 colleges nationwide based on the value they provide to students and to society. The goal is to steer billions in federal financial aid toward the colleges that rate highly — and to yank funds from those that fail to meet administration standards on yardsticks such as the graduation rate, the cost of tuition or the percentage of low-income students on campus.

President Obama unveiled a plan Thursday to rein in exploding college costs, drawing skepticism from some New England college presidents concerned about tying federal funding to a new performance rating system. Under Obama’s plan, the federal government would develop a report card by 2015 for all public and private colleges that would measure tuition increases, graduation rates, student debt, and even graduates’ earnings to help students pick schools that offer the best value.

The Obama administration is once again gathering hundreds of college presidents here today for a second White House-run summit that will promote new commitments to help low-income students. Administration officials said they had won some 500 promises from college leaders, states, higher education associations, nonprofit organizations and other entities.

Higher-education leaders from across the country are pledging to take steps to widen college opportunity and help more students finish degrees, an initiative President Obama will promote at a gathering in Washington on Thursday. The event will build on a summit Obama hosted in January at which he gathered similar commitments for college access from more than 100 colleges and 40 related organizations.

The University of Tennessee has received national recognition for improving the retention and graduation rates of its students over the past decade. The Association of Public and Land-Grant Universities, one of the nation's largest coalitions of colleges, honored UT with its "Most Visible Progress" Trailblazer award during its meeting Tuesday in Orlando, Fla. The school will receive a sculpture and a $20,000 prize to be used toward further improving degree completion.

Representatives of the University of Texas system came to town last week, touting an online data tool that shows the salaries of the universities’ graduates. It wasn’t just the associations of peer institutions that got a look. The officials also met with federal lawmakers to register their support for a "unit record" system to track individual students during college and after they graduate.

Three higher education associations are working to develop a framework to talk about and develop ways to gauge how well students do after college. The American Association of Community Colleges (AACC), in partnership with the Association of Public and Land-grant Universities (APLU) and the American Association of State Colleges and Universities (AASCU), will craft a strategic framework to help colleges and universities, policymakers and the public better understand and talk about post-collegiate outcomes in areas such as economic well-being, ongoing personal development, and social and civic engagement.
