Global leadership in higher education by American colleges and universities—a hallmark during the past century—is increasingly at risk, ironically by the very forces our institutions helped to create. Advances in technology and telecommunications and a remaking of the global economy have created a world in which interdisciplinary, cross-border research and discovery are the norm and expectations for students prepared to live, work and contribute to an interconnected world are high.

Researchers and educators now perform 21st century science and education in facilities constructed in the 1950s and 1960s. These buildings and facilities –which are at the foundation of our nation’s food, fuel, and fiber security and at the starting point of food and agricultural innovations – have not received capital infrastructure investment sufficient to avoid leaky roofs or to update air circulation and HVAC systems. The findings of this study reinforce an urgent call for federal investment in agricultural research infrastructure at our nation’s colleges and schools of agriculture. As we describe in this study, federal investment would drive both short-term and long-term economic growth. We anticipate that 200,000 new local jobs will result from investment for capital infrastructure to address the deferred maintenance at colleges and schools agriculture.

In April 2017, the Personalized Learning Consortium (PLC) at the Association of Public and Land-grant Universities launched a self-paced, online course, A SMART Approach to Student Success, to provide guidance to executive and project-level leadership on redesigning and improving the delivery of advising and student support services and incorporating the use of technology. The course was designed to facilitate access to and sharing of effective practices across institutions through in-depth video interviews with presidents, provosts, leaders in academic and student affairs, deans, advising managers, faculty and students from five exemplar institutions. To date, 77 institutions have enrolled in the course both as teams and individual learners. To evaluate the efficacy of the course, APLU recently conducted phone interviews with leadership from participating institutions and disseminated a quantitative survey to a sample of course participants.
