American higher education is close to a “tipping point” with regard to study abroad. Some of the finest American colleges and universities are making major commitments to this essential element of today’s educational experience. Although impediments of institutional capacity, cost, and diversity of institutions and destinations need to be addressed, the Commission believes that the nation can and should establish a goal of one million students studying abroad annually by 2016–17.
