In accordance with the Board on Agriculture Assembly’s Rules of Operation (Article III, Section 2(b)(4)), the Policy Board of Directors elected the following to serve as the 1994 Institutions’ Director and Alternate through 2019:

  • Steve Yanni, Bay Mills Community College will serve as the 1994 Institutions’ Director
  • Charlene Carr, Institute of American Indian Arts will serve as the 1994 Institutions’ alternate

The 1994 Institutions will be participating in the 2020 election of the BAA Policy Board of Directors.

February 27, 2019

By an electronic vote, approved the following recommendations for Fiscal Year 2020 budget recommendations from the BAA Budget and Advocacy Committee:

  • thank members of Congress for supporting the $100-million increase in funding for BAA priorities
  • request an additional $125-million increase for BAA budget priorities for Fiscal Year 2020 in the following areas —
    • Hatch Funds $292.00 million
    • Smith-Lever Funds $359.00 million
    • McIntire-Stennis Forestry Funds $ 41.00 million
    • Evans-Allen Funds $ 67.00 million
    • 1890 Extension Funds $ 57.00 million
    • Agriculture and Food Research Initiative $440.00 million

The APLU Board on Human Sciences (BoHS) requested a liaison from the Council of Agricultural Research, Extension, and Teaching (CARET) and the CARET Executive Committee approved the request from the BoHS pending approval from the BAA Policy Board of Directors. The BoHS request is here.

The BAA Policy Board of Directors of the APLU Board on Agriculture Assembly approved the recommendation from the Executive Committee of the Council for Agricultural Research, Extension, and Teaching (CARET) to provide a liaison from CARET to the APLU Board on Human Sciences (BoHS).

By voice vote:

  • received a recommendation from the APLU Vice President, FANR Search Committee relating to the successful candidate being put forward for the position currently being held by Dr. Ian L. Maw. The Search Committee indicated that three candidates had been interviewed and two of the three were acceptable. It was indicated that they had a ranked recommendation, and the BAA Policy Board of Directors accepted their recommendation and instructed APLU, through Dr. Ian L. Maw, to make an offer to the preferred candidate. The BAA offer has been made and accepted. Dr. Douglas L. Steele will become the next APLU Vice President for Food, Agriculture, and Natural Resources on January 2, 2019.

  • Approved the recommendations of the BAA Budget and Advocacy Committee’s Fiscal Year 2019 budget recommendations –
    • Continue with the One-Ask request for NIFA that called for a $200-million increase and adopted the same six priorities and funding levels as were adopted and approved by the BAA Policy Board of Directors for Fiscal Year 2018, and those are:
      • Agriculture and Food Research Initiative $418.129 million
      • Hatch Act of 1887 $291.138 million
      • Smith-Lever Act of 1914 $358.396 million
      • McIntire-Stennis Cooperative Forestry Act of 1972 $ 40.572 million
      • Evans-Allen Act of 1977 $ 64.732 million
      • 1890 Extension Program $ 54.500 million
    • The BAA requests that Cornerstone Government Affairs work to see that Congress does “no harm” to the other relevant budget lines of USDA’s National Institute of Food and Agriculture (NIFA).
    • BAC Chairman McMeans will form a task force to look at the distribution formula for any increases that was used in the Fiscal Year 2018 budget cycle and will charge them to bring back to the BAC and Policy Board of Directors potential alternate formulas for funding for the 1890 institutions in Fiscal Year 2020 and beyond.

  • Elected Deb Hamernik, Associate Vice Chancellor for Research, and Associate Dean/ Associate Director, Agricultural Research Division, University of Nebraska-Lincoln to serve as the alternate Experiment Station Director which became vacant with the retirement of Clarence E. Watson (University of Arkansas). The Experiment Station Section submitted the names of Dr. Deb Hamernik (University of Nebraska-Lincoln) and Dr. Jan Nyrop (Cornell University) to stand for election by the BAA Policy Board of Directors.
