This 2015 letter, signed by all the presidents of Big Ten institutions, is in support of targeting abuse of the patent system and patent litigation in a balanced approach that does not infringe upon legitimate patent holders. The Big Ten institutions do not support a reintroduction of H.R. 3309 from the 113th Congress, also known as the Innovation Act.

This letter in opposition to H.R. 9, the Innovation Act, from 2015 includes a majority of the nation’s patent holders and inventors in a broad range of fields. This letter’s signees includes over 220 industry leaders in biotechnical, medical, pharmaceutical, and education fields. In it, they oppose H.R. 9, the Innovation Act, for its overly broad changes to patent litigation law. This letter highlights recent developments by the Supreme Court, Federal Trade Commission, and the Patent and Trademark Office in curbing abusive patent litigation by patent assertion entities, or “patent trolls,” and cautions against changes that might harm the existing property rights of innovators.
