APLU joined scientific, research, and education organizations and industry in a letter to Representative Rod Blum (R-IA) expressing support for H.R. 3136, the Enforcement Transparency Act (ETA). H.R. 3136 would require the Department of Agriculture (USDA) to post on its website the department’s penalty guidelines worksheet for the assessment of civil fines for violations of the Animal Welfare Act (AWA). Passage of the ETA will help the research community better understand how the USDA levies civil fines, and to ensure that appropriate fines are issued.
