The Trump administration issued a revised executive order earlier this week, temporarily suspending the issuance of new visas for travelers from Sudan, Syria, Iran, Libya, Somalia and Yemen. Unlike the original January 27 order, Iraq is no longer listed as an identified country, and current valid visa and green-card holders (legal permanent residents) are exempt from the suspension. The Departments of Homeland Security and State can review individual cases and grant waivers on a case-by-case basis if a foreign national demonstrates that his or her entry into the United States is in the national interest, will not pose a threat to national security, and that denying entry during the suspension period will cause undue hardship. The Executive Order will be effective at 12:01am EST on March 16, 2017. APLU’s statement on the order can be found here.
On Friday, the Department of Homeland Security’s U.S. Citizenship and Immigration Services (USCIS) announced that premium processing for all H-1B petitions will be temporarily suspended for up to 6 months starting on April 3. The suspension will apply to all petitions filed for the FY 2018 H-1B regular cap and master’s advanced degree cap exemption and will include petitions that may be cap-exempt. While premium processing is suspended, petitioners may submit a request to expedite an H-1B petition if they meet certain expedite criteria.
Several news sources indicate that President Trump may release an FY 2018 budget outline next week with large proposed increases for the Department of Defense and commensurate cuts to the non-defense discretionary budget. Preliminary reports of the Trump budget proposal indicate the Defense budget would grow by $54 billion to $603 billion, while the remainder of the discretionary budget would decrease by $54 billion to $462 billion.
The Policy Office in the Division of Institution & Award Support at the National Science Foundation recently announced the release of a new quarterly publication designed to provide information about upcoming changes and clarifications to policies and procedures that affect the preparation and submission of proposals and management of NSF awards. The first issue of the NSF Proposal & Award Policy Newsletter is now available on the Policy Office website. Feedback as to whether this is a useful mechanism for distributing updates on NSF proposal and award policies and procedures may be provided to policy@nsf.gov.
