Assistant Director, IT Applications Development, NSWERS

Position Announcement:

The Nebraska Statewide Workforce & Educational Reporting System (NSWERS) at the University of Nebraska is seeking applications from qualified individuals for the position of Assistant Director, IT Applications Development to lead web development initiatives for the NSWERS organization.

The Assistant Director will work closely with the Executive Director and NSWERS partnering organizations to plan, develop, and manage all IT and web applications to support the goals and objectives of the organization. This includes ensuring effective and secure application operations, support and maintenance of legacy applications, development of new technical solutions, and successful application integration with NSWERS partner organizations.

NSWERS Profile

The Nebraska P-20W data initiative, known as NSWERS, is a partnership of the Nebraska prekindergarten, elementary, secondary, and postsecondary educational systems to use data and information to further evidence-based policy and practices. The NSWERS partners also work in collaboration with Nebraska Department of Labor to examine the intersection of education and the workforce with the goal of providing research-based insight to meet Nebraska’s current and future workforce needs.

 

Job Responsibilities: (In addition to periodic unique tasks, the following describes major responsibilities)

IT Application Development

  • Creates websites and web-based applications
  • Develop web services and integrates applications using APIs.
  • Creates and reviews IT application designs, code, and unit test plans.
  • Produces detailed timeline for web application releases and implements effective project control by monitoring the progress of the software release and reporting the status.
  • Implement, deploy, and manage customer facing websites through a CMS platform.

Operations & Administration

  • Analyzes complex business needs presented by the user community and/or clients. Followed by recommendations for information technology solutions to support and meet organization objectives using the latest industry-standard technology and practice.
  • Review and understand business requirements prior to the technical solution development.
  • Ensures the consistency and maintainability of IT applications by creating, maintaining, and enforcing standards/procedures for implementing and upgrading technical solutions.
  • Participates on all hardware and software evaluations and maintains vendor contracts.
  • Represents the IT applications function at customer review meetings, when appropriate.
  • Perform liaison duties between users, operations, and programming personnel in the areas of IT application systems design, modifications or trouble shooting.
  • Directs implementation and execution of new/upgraded information systems via well-defined plans including procedures, deadlines, and accountability.
  • Evaluates and implements IT procedures and equipment for maximum efficiency and cost containment.
  • Develops and maintains technical documentation for IT applications and conducts user training on an as-needed basis. Ensuring users/customers are provided professional, courteous, and timely support and service.

Leadership/Professional Accountability

  • Stays abreast of technology trends and regulations to ensure effectiveness and data compliance.
  • Recommends and plans information technology to support and meet organization objectives using the latest industry-standard technology and practice.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s degree and eight (8) years of progressive experience analyzing functional/ technical requirements to develop, test and manage IT and Web-based software applications. Demonstrated competency with .NET 3.x Framework, LINQ, ASP.NET, C++, C#/VB.NET using Visual Studio or PHP.  Excellent oral and written communication skills are essential.

Equivalent combination of education and experience from which comparable knowledge and abilities can be acquired may be considered.

PREFERRED QUALIFICATIONS:

Experience in the education industry; Familiarity IT security requirements; High tolerance for ambiguity; Experience with content development and management applications.
