Purpose of the Position: The Coordinator of Organizational Policy and Compliance Programs (COPCP) for the University of Maryland College of Agriculture and Natural Resources (AGNR) organizes and evaluates Federal, State, and University Civil Rights compliance, inclusion and training programs for AGNR, the Maryland Agricultural Experiment Station (MAES), and University of Maryland Extension (UME). The COPCP is responsible for facilitating and providing comprehensive strategies to enhance and monitor AGNR’s compliance programs. Under direct supervision, provide administrative support in the areas of Federal Civil Rights laws, regulations, policies and procedures to deliver model EEO, Affirmative Action and Inclusion Plans. This position also coordinates a myriad of training programs for Faculty and Staff across the AGNR system, including AGNR academic departments, the Maryland Agricultural Experiment Station, and University of Maryland Extension. The COPCP develops demography datasets to identify populations and serves as an advisor for collaborative efforts and sustained partnerships with organizations and various affinity communities regarding underserved, underrepresented and socially disadvantaged audiences. This position will support the management of policies and procedures of AGNR and reports directly to the Assistant Director of Compliance Programs.

Responsibilities:

· Coordinates and assesses the effectiveness of all AGNR Faculty and Staff training and assist with the development of training programs related to inclusion initiatives and compliance with Federal nondiscrimination laws and regulations (e.g., Americans with Disabilities Act Amended, Title VI program access, program accommodation including Limited English Proficiency, Title IX nondiscrimination based on sex, etc.).

· Assists with planning, maintaining, organizing and evaluation of an internal audit and reporting system (Internal Program Assessments) (UME and MAES) to assure ongoing compliance and problem-solving techniques/legal framework for effective monitoring, measurement and reporting of organizational program effectiveness.

· Implements population statistics to analyze and examine inclusivity of AGNR/UME/MAES programs and collaborate with affirmative action and diversity plans, complex and systematic problems to include special projects.

· Reviews policy and program concepts, principles and methods sufficient to plan, organize and carryout the efficacy of program inclusions and accessibility. Serves as the gatekeeper of policies and procedures for organizational continuity between AGNR, University of Maryland College Park (UMCP) and the University Systems of Maryland Board of Regents (BOR).

· Creates systems for MOU generation, tracking, compliance and research risk management, and serves as a liaison across UME/MAES to increase awareness and support of the organization's values.

Qualifications:

Minimum –

· Bachelor’s degree is required in Business, Social Sciences, Public Administration, Human Resources Management, or equivalent subject matter.

· Candidate must demonstrate evidence of five years’ experience in program administration or implementation relative to compliance, civil rights, diversity and inclusion.

· Evidence of excellent organizational, interpersonal, oral/public speaking, writing, and listening skills to include proficiency in Microsoft word, excel, and other related data management systems.

· Skilled in interpreting and communicating program guidelines and regulatory principles to define equal opportunity and programmatic direction and work collaboratively with students, faculty, and staff.

· Demonstrated success in building partnerships and successful engagement within a team setting and an ability to bring a high degree of enthusiasm, energy, and creativity to civic engagement.

· Personal transportation and valid driver’s license.

· Nature of the Position: This position frequently presents information through vocal and written communication to individuals of various ages, socio-economic, and educational backgrounds.

· Physical Demands: A routine part of this position's responsibilities would be to transport materials to and from event locations, including loading and unloading the vehicle. The employee may lift and/or move items weighing up to 20 pounds.
