About This Role:

The Department of Applied Human Sciences, within the College of Health and Human Sciences, is seeking to hire a Director for the Center for Child Development (CCD). This position reports to the Applied Human Sciences Department Head and is responsible for planning, organizing, implementing, coordinating, and controlling the services of the early childhood education program, exercising independent judgement and decision-making authority, including fiscal management, policies, procedures and staff supervision. The Director operates the program to conform to the Kansas Institute for Early Childhood Education and Research (KIECER) vision, the National Association for the Education's (NAEYC) Academy of Early Childhood Programs' accreditation standards, Kansas Department of Health and Environment (KDHE) regulations, Division of Children and Families (DCF), and the Child and Adult Care Food Program (CACFP) requirements. The Center serves as the clinical training site for the preservice teacher education program in early childhood education-unified and meets Kansas State Department of Education (KSDE) program approval requirements and the national accreditation standards of the Council for the Accreditation of Educator Preparation (CAEP).

The work of the Director involves a mixture of leadership and management responsibilities, including budgeting, community outreach, and child and staff recruitment. Competencies are needed to provide both operational and pedagogical leadership to the program. Responsible oversight includes that accountability and assurance is met through the following duties:

• Oversee a learning community using recommended practices for all children that includes those with disabilities and families of diverse cultural, ethnic, linguistic, and socio-economic backgrounds

• Consistent, transparent communication with staff and families through multiple methods of communication: email, phone, meetings, newsletters, video, etc.

• Administrative oversight and observation of staff, interaction techniques, environmental setting, and compliance of KDHE licensing regulations and NAEYC accreditation competencies

• Frequent, regular communication with Applied Human Sciences (AHS) Department Head regarding quality assurance measures, program accomplishments, performance assessment goals, grant reports and other program information as determined

• Direct supervision, coordination, and evaluation of administrative staff, including these positions: Assistant Director, Enrollments Specialist, HR Specialist, and Senior Administrative Assistant

• Develop and/or update written policies and operating procedures based on relevant regulations including KDHE, CACFP, NAEYC, DCF, KSDE, and CAEP

• Develop, propose and implement CCD budget following University and departmental guidelines for review to the AHS Department Head

• Prepare program grant proposals and direct program operations in a manner consistent with the requirements of partner or funder contractual agreements, regulations, and funding documents

• Coordinate and determine personnel actions such as employment, retention, promotion, and termination based on recommendations from appropriate personnel

• Implement internal and external reporting systems and procedures for monitoring and controlling fiscal and programmatic activities within the guidelines established by the University, state, and accrediting bodies

• Use evaluation data to inform decisions to maintain, correct, and/or improve delivery of program services

• Engage with KIECER Director and stakeholders in collaboration with state and national early childhood organizations

• Engage with Kansas Child Care Training Opportunities (KCCTO) to support staff professional development and training

• Engage in University and community partnerships and networking

What You'll Need to Succeed:

Minimum Qualifications:

• Bachelor's degree in early childhood education/child development with at least 9 higher education credits in business or program administration, per NAEYC accreditation requirements

• Minimum one year as program director in a center licensed for more than 24 children, or one year as an assistant program director in a center licensed for more than 100 children, per state licensing regulations (must be verifiable through state licensing director application process)

• Five to 10 years of relevant experience

Preferred Qualifications:

• M.S. or Ph.D. in early childhood education/child development

• 3-5 years' experience as a program director in a licensed early childhood program

• 1-3 years' experience as an assistant director or program manager in a licensed childcare program and/or 1-3 years' experience as a classroom teacher in an early childhood setting

• Demonstrated ability of successful oral and written communication, in both formal and informal settings

• Experience in budget planning, financial management, and reporting
