About This Role:

The Administrative Support Center (ASC) is seeking applicants for a Human Capital Representative to provide department-level coordination in human resource activities and functions as a liaison to central Human Capital Services.

• Process Human Resource activities for the Administrative Support Center (ASC) to ensure compliance to Kansas State University (KSU), State, and Federal policies, Office of Institutional Equity (OIE), and Fair Labor Standards Act (FLSA). Review and communicate University and department policies and procedures and develop regulatory needs.

• Serve as the main liaison for supported units for information and collect feedback for Directors, Assistant Directors, supervisors, and staff regarding human resources management information such as statutes, regulations, policies, and procedures, and activities related to employment, pay, and benefits.

• Understand and interpret university policies and manage appropriate execution of Human Resource policies for all departments supported by the Administrative Support Center.

• Administer Family Medical Leave Act (FMLA) process, monitor leave, write letters, and assist employees in coordination with central Human Capital Services (HCS) direction.

• Execute employee recruitment process for University Support Staff (USS), Unclassified, and student personnel. Oversee the process for vacancies, including the request for recruitment, submitting advertisements (Unclassified), scheduling interviews for all vacancies, ensure paperwork is complete.

• Complete all employment appointment paperwork for new hires and promotions, terminations, and assign position funding.

• Responsible for overseeing the Performance Management Process to ensure compliance with the Human Capital Services policy. Contact supervisors and coordinate the process to make certain University Support Staff (USS) employee annual performance reviews are completed, before submission to the Human Capital Services.

• Coordinate the annual review of Unclassified employees; make sure current fiscal year accomplishments and evaluations are submitted with the new fiscal year goals to the office of Vice President for Administration and Finance for contract preparation and signatures. Ensure that mid-year reviews are completed as well as probational promotion reviews.

• Scan and file payroll/personnel records, documents, and special projects when required, to keep active and inactive files and computer records current, error-free, and ready for audit for all Administrative Support Staff units. Responsible for scanning and maintaining all records, time and leave records (both active and inactive), and other files as activated. Assign clerical duties for student employees to assist in filing data input, file maintenance, and archives. Maintain a database of position descriptions and request updates to position descriptions as needed.

• Assist in special projects in support of departments and university as requested. Complete other duties as assigned. Provide leadership in creating a culture of excellence and customer service in the ASC. Work to resolve complaints or difficult situations from customer departments. Participates in human resource procedure development for the Administrative Support Center as we look for increased efficiencies and streamlined processes.
