ABOUT THE POSITION
The HR Consultant is part of the Extension HR team, and will build strong relationships with managers and employees, and influence solutions to complex problems without authority. The role requires a strong understanding of HR fundamentals and experience implementing, executing, and delivering on HR results.
Employee/Labor Relations - Consult and provide guidance on HR policies, laws, procedures, and practices in employee and labor relations governing each employee group; collaborate with leaders in developing and improving employee engagement. (55%)
- Consult on and ensure compliance with Bargaining Unit contracts, Civil Service rules, P&A policies, student employment, etc.
- Provide individual and specific mentoring and coaching of supervisors.
- Advise unit partners on employment law, HR policies and procedures (hiring, FMLA, classification, compensation, employee groups). Ensure management practices comply with state and federal employment law as well as official University policies and employment contracts.
- Consult on performance management issues, all the way to employee disciplinary action.
- Work with and prepare managers for employment investigations, disciplinary actions and grievances. Conduct investigatory meetings, employee investigations, including interviewing employees, draft and compose memo of expectations, summary of investigations, etc. for supervisors/managers.
- Update and consult with HR Director on complex, sensitive and confidential situations.
- Partner with management and appropriate offices in the layoff and non-renewal process. Determine bumping rights and provide guidance on the notification process as well as related benefit programs.
- Partner with various units to gain expert advice to apply to issues that arise, units include Office of Human Resources, Office of the General Counsel, Office of Equity and Diversity, Disability Resources Center, Office of Conflict Resolution, Threat Assessment Team, etc.
- Prepare and participate in employee relations activities/meetings related to union officer, activist, Labor Mgmt Committees, etc.
Staffing/Classification and Compensation - Provide organizational analysis and talent acquisition consulting that supports the needs of the organization and meets the complex classification and compensation parameters. (30%)
- Advise and consult hiring authorities on appropriate classification of positions on initial job design, organizational effectiveness and structure, workforce planning and job design, position description development, review and recommend changes to job descriptions for posting and classification review.
- Assist in the development and implementation of recruitment strategies to attract and retain diverse talent pools.
- Consult and guide hiring authorities and search committee members on talent acquisition, with a key focus on equal opportunity and affirmative action.
- Advise on appropriate job classification and pay rate of positions.
- Partner with units to work with International Student and Scholar Services to process employment-sponsored visa applications.
- Gather and analyze data necessary for retention and salary in-range adjustments, and work with leaders to address equity issues.
- Analyze annual University-wide pay plans and in consultation with the HR Director assist in implementing and executing annual merit compensation process.
- Research, analyze, prepare, determine, & recommend salary analysis/compensation for job reclassifications, promotions, in-range adjustments, augmentations, transfers, and demotions. Liaison between OHR Compensation & college managers for job classification appeals and union challenges/disagreements.
- Consult with, provide guidance on and coach management and supervisors on HR policies, procedures, rules, contracts, employment laws and practices related to recruitment that govern each employee group.
HR Admin/Systems/Data (15%) - Be skilled in and a key contact for HR and EO/AA data, reporting, and use of metrics
- Interpret, document, and systematize communication of HR policy and processes.
- Develop and deliver presentations, orientations, and trainings, along with enriched materials, to managers and employees.
- Evaluate current HR processes and assist in developing new policies, procedures, and best practices.
- Supervise HR team members.
- Develop and implement HR related projects, process improvement efforts, and initiatives.
- Serve on college and University committees, tasks forces, and advisory groups.
- Serve as unemployment contact for the college.
- BA/BS in Human Resources or related field, plus six years of progressive HR generalist experience.
- Job function and classification analysis experience to include compensation determinations
- Proven commitment to DEI throughout the employment cycle
- Employee and labor relations experience
- Exceptional verbal and written communication skills to be applied at all levels of an organization
- Exceptional interpersonal skills and proven capacity to build credibility and trust that develops and maintains strong relationships in a highly collaborative environment
- Experience with interpreting and analyzing policies, union contracts, and employment law with a proven ability to balance human and business needs to make sound decisions
- Proven data analysis and problem solving skills
- Project management experience
- Access to a reliable internet connection and ability to work remotely when Extension offices are closed due to the COVID-19 pandemic
More than seven years of progressive HR generalist experience to include:
- Handling employee complaints, investigations, and grievances
- HR data reporting
- Working with senior leaders as a business partner or internal consultant
- Organizational design, climate assessment, and workforce planning that involves big picture thinking with detail-oriented application
- HRMS, HRIS, or payroll experience
- Supervisory experience, preferably supervising HR professionals
- Coaching and developing supervisors in a complex public sector work environment
- Demonstrated experience improving the recruitment and retention of diverse talent pools
