This letter in opposition to H.R. 9, the Innovation Act, from 2015 includes a majority of the nation’s patent holders and inventors in a broad range of fields. This letter’s signees includes over 220 industry leaders in biotechnical, medical, pharmaceutical, and education fields. In it, they oppose H.R. 9, the Innovation Act, for its overly broad changes to patent litigation law. This letter highlights recent developments by the Supreme Court, Federal Trade Commission, and the Patent and Trademark Office in curbing abusive patent litigation by patent assertion entities, or “patent trolls,” and cautions against changes that might harm the existing property rights of innovators.
