The Association of Public and Land-grant Universities (APLU) Council of 1890 Universities Presidents (C1890P) is composed of the presidents/chancellors of the nineteen 1890 Land-grant institutions in the United States. The members of the Council are also members of the APLU Council of Presidents.
The Council 1) provides a forum for discussion of all areas of the educational, research, community engagement, and extension mission of the 1890 Land-grant institutions, and a structure for the development of initiatives and fundraising strategies to accomplish their goals, 2) advance the public’s understanding and appreciation of the value of 1890 Land-Grant university, 3) develops positions and priority areas for congressional and executive branch advocacy that impact the 1890 Land-grant institutions in consultation and collaboration with APLU’s Office of Governmental Affairs, Office of Food, Agriculture, and Natural Resources, and other relevant offices. Shares unique experiences and priorities of 1890s institutions with APLU to help inform the association’s broader agenda on behalf of its members, and 4) collaborates with the 1890 Universities Foundation and other associations focused on the 1890 Land-grant institutions to further their goals in these areas.
The Council’s work is led by the Officers of the Council and the Council’s APLU staff liaison. The APLU staff liaison and his/her staff assist the officers of the Council in conducting the business of the Council (handling logistics of meetings, registration, etc.) and serves as the chief point of contact for any Council member who has questions or suggestions for the Council or APLU in general.
The Officers of the Council are the Chair, Chair-Elect, Past-Chair (Immediate), and two At-Large Members. The Chair is expected to preside at all meetings of the Council and collaborate with the APLU staff liaison to carry out the activities and work of the Council. The Chair-Elect or the Past-Chair may preside at meetings in the absence of the Chair.
Each officer is elected to serve a two-year term, starting with the Council’s Annual Business Meeting which takes place in conjunction with the APLU Annual Meeting. The terms of the at-large members are staggered to end one year apart. The Chair-Elect automatically becomes the chair at the end of their term.
The election of the chair-elect and at-large members takes place at the Council’s Annual Business Meeting.
Vacancies arising between annual meetings may be filled by appointment by the Officers upon recommendation from the nominating committee. The terms of any such appointment shall end at the subsequent Annual Business Meeting of the Council at which an election shall be held to fill the remaining portion of the term vacated.
REPRESENTATIVE to the APLU BOARD of DIRECTORS
The Chair serves as the Council’s Representative to the APLU Board of Directors for the duration they hold that office.
LEADERSHIP of the 1890 UNIVERSITIES FOUNDATION BOARD of DIRECTORS
The Chair and Chair-Elect of the Council provide leadership for the 1890 Universities Foundation Board of Directors.
The chair, chair-elect, immediate past chair, and the APLU staff liaison shall constitute the nominating committee. The nominating committee will gather nominations from the members of the Council, and after review and discussions with the nominees, form a slate of candidates for the open positions. to be presented to the Council for their election.
The officers of the Council, with assistance from APLU staff, are expected to organize and conduct at least two meetings each year for the entire membership of the Council, the Summer Meeting and the Annual Business meeting. Additional meetings may be called by the Chair of the Council, or by request from at least NINE (9) members of the Council.
The Council holds its Annual Business Meeting in conjunction with the APLU Annual Meeting to conduct the business of the Council, review activities for the past year, and establish the Council’s agenda for the following year. This will include activities central to carrying out congressional and federal relations.
The Council holds a Summer Meeting to review progress on their agenda, and share ideas and expertise in conjunction with other 1890 associations and the leadership of public and private enterprises central to advancing the 1890 mission.
These Operational Guidelines may be amended by a majority vote of the Council. Members of the Council shall be given at least thirty (30) days to review any proposed amendment in advance of their vote on the amendment.
