The South Dakota Board of Regents (BOR) policies allow researchers to work as consultants or start businesses. BOR policies, after several revisions in the last 10 years, provide clarity on rights and responsibilities. As reinforced in the 2008 AAAS report, the technology transfer function needed attention. The research infrastructure was minimal in the early 2000s—seven Ph.D. programs, limited shared equipment, few dedicated laboratories, a combined office for Research and the Graduate School and a small number of competitive grants awarded to faculty researchers.

Prairie AquaTech was launched to commercialize a research-derived enabling technology disclosed to the Technology Transfer Office in 2011. Professors Michael Brown, Department of Natural Resource Management, and William Gibbons, Department of Biology and Microbiology, each had developed technologies that, when combined and commercialized, could create a plant based replacement for fish meal, the primary source of protein in aquaculture diets and a major source of protein in food and companion animal diets globally

This case study portrays the successful recruitment to Brookings, S.D., of the marquee U.S. plant of the Chicago-headquartered Bel Brands USA, a subsidiary of Paris-based world leader in cheese processing, Fromageries Bel. The growing international company operates 27 manufacturing facilities worldwide with 10,600 employees. The company estimated that 33 million pounds of its cheeses are consumed each day around the world. The successful recruitment was a classic play of leveraging regional strengths and University assets that enabled Bel Brands to quickly build a manufacturing plant to produce product for a fast-growing U.S. market.

Texas Tech’s National Wind Institute (NWI)1 represents the nation’s leading university wind focused research and education enterprise and serves as the hub for multi-disciplinary research, commercialization, and education. Capitalizing on the strength of its location in the South Plains, Texas Tech University has been studying the wind for more than 40 years. Comprised of engineers, atmospheric scientists, economists, and policy and legal experts, the multi-disciplinary group of researchers began their work in 1970 in the wake of a devastating tornado in the university’s home city, Lubbock.

TEXAS TECH UNIVERSITY (TTU) is leading the East Lubbock Promise Neighborhood (ELPN)1 project to revitalize an underserved neighborhood. ELPN serves a primarily minority community of about 33,000 people. About 49 percent are Hispanic, 28 percent black, and 21 percent white. Approximately 30 percent live below the poverty line.

The Northwest Texas Small Business Development Center (NWTSBDC),1 part of the TTU Office of the Vice President for Research, provides services and resources for small businesses in the South Plains, with sub-centers in Amarillo, Lubbock, Granbury, Abilene, Odessa, and Wichita Falls. As demonstrated in our results section, the NWTSBDC has measurable success creating jobs, facilitating commerce and conducting training. The SBDC network offers business counseling, technical services, training and other resources for small businesses and entrepreneurs.

The University of Illinois (U of I) and the Illinois Department of Commerce & Economic Opportunity (DCEO) recognized that additional resources were needed to advance innovation, stimulate company formation, and retain talent in Illinois. In 2011, DCEO awarded the University $100,000 to establish the I-Start Entrepreneur Assistance Program (I-Start). This program enables U of I researchers to successfully transition research and discovery from the laboratory into sustainable technology startup companies by offering a suite of professional services at affordable rates.

In 2007, he launched Practice Management Externship programs to provide experiential learning to fourth-year veterinary medicine students—similar in concept to their fourth-year clinical rotations. Through the programs, students get an inside look at independent veterinary practices. Over a three-week period, groups of seven or eight vet students spend a few days in each of two private practices alongside the office staff, observing client visits and analyzing the workflow, service, and financial performance.

Through partnerships with more than a dozen school districts, IS3D has developed animation and games, applications, e-books and interactive case studies that help students develop and hone the problem-solving skills required for successful careers in STEM fields. Athens Academy science teacher Anna Scott helps one of her students navigate the IS3D software in class. IS3D’s latest patent-pending innovation provides teachers with an innovative assessment tool. the ability to assess how students are progressing through each of IS3D’s educational programs.

The Georgia Rural Medical Scholarship Program (GRSP) was established in 2010 to expose more Georgia medical students to rural health care. With the help of UGA’s Archway Partnership professional, Washington County established a partnership with Mercer University Medical School (about 60 miles away in Macon, Ga.) to offer rotations for students in the county’s private medical practices and at the Washington County Regional Medical Center (WCRMC).
