APLU advocates to the Office of Management and Budget (OMB), engages with members of Congress, and works with member institutions to submit appropriations requests of importance to public research universities.
APLU’s FY2027 Appropriations Priorities Summary Chart provides an overview of our annual requests and current funding levels. The FY2026 Appropriations Priorities Summary Chart contains the most-recently enacted funding levels and House and Senate action. APLU also developed a summary of the FY2027 President’s Budget Request.

Each year when the President’s Budget Request is sent to Congress, APLU analyzes the White House’s key funding priorities and policy changes.

The House and Senate Subcommittees for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies set discretionary spending levels for essential research, education, and extension programs within the U.S. Department of Agriculture.

The House and Senate Subcommittees for Commerce, Justice, Science, and Related Agencies set discretionary spending levels for scientific research funded through NSF, NASA, NOAA, NIST, and the EDA.

The House and Senate Subcommittees for Defense set discretionary spending levels for defense research and development programs funded through the U.S. Department of Defense.

The House and Senate Subcommittees for Energy and Water Development and Related Agencies set discretionary spending levels for new investments in cutting-edge sciences and future leaders in science and engineering within the U.S. Department of Energy.

The House and Senate Subcommittees for Interior, Environment, and Related Agencies set discretionary spending levels for science and research programs funded through the U.S. Department of Interior, USGS, EPA, and NEH.

The House and Senate Subcommittees for Labor, Health and Human Services, Education, and Related Agencies set discretionary spending levels for investments in postsecondary education, workforce development, and health research and professional programs funded through the U.S Departments of Education, Labor, and HHS.

The House and Senate Subcommittees for State, Foreign Operations, and Related Programs set discretionary spending levels for international partnerships, exchange programs, and research priorities funded through the State Department and U.S. Agency for International Development.
